Prerequisiti

Basic requirements to access the lessons are:
- Knowledge of the European institutional, social and economic context;
- Knowledge of the role of the development policies at European level;
- Knowledge of the role of EU cooperation policies;
- Competencies in team working and public speaking.

The participation will be easier for the students having experienced multilingual
and multicultural contexts thanks to university exchange programmes or other
personal opportunities. The exercises will demonstrate the necessity to cooperate, in
order to achieve a common result, with people who are different in terms of language
and culture.

Obiettivi del corso

The objective of the course is to provide students with an overall view of
the Project Cycle Management, in particular with regard to the 'Identification',
'Programming', and 'Monitoring and Evaluation" phases. As expected results of the course, the students will have the theoretical background to understand the project cycle logic and then design or/ and evaluate a project.


Programma del corso

The course highlights the relationships between public policies, programmes
for international development cooperation, co-funded projects. From a general
point of view, all international donors are concerned. More specifically, examples on
the European commission programmes are given.
Evaluation is considered as a key to interpret the whole Project Cycle
Management.
The concepts of ex-ante, in itinere and ex-post evaluation are introduced and
deepened with reference to the evaluation of several cooperation programmes.

The programme of the lessons follows:
- Presentation of the course: summary of the issues, bibliography
- Link between policies and programmes: Programming phase
- Link between programmes and projects: Identification phase
- Evaluation of the project and programme (qualitative and quantitative
approach)
- Monitoring and indicators
